Monitoring, Evaluation & Learning Director (Eswatini)

The Georgetown University Center for Global Health Practice and Impact (CGHPI) serves countries to improve their population health and well-being and to safeguard against health-related threats by advancing the use of evidence and human-centered enterprise architecture on the path towards achieving equity and social justice. To achieve this mission, we catalyze the uptake, spread, and implementation of innovations; triangulate data from different sources, and tailor visualization of the information for each audience; design and implement integrated service delivery models; support communities of practice to inform policy and practice through efficient data use and horizontal and vertical collaboration; disseminate best practices and evidence globally through open source learning networks; build global, collaborative, multi-disciplinary, and interprofessional networks; undertake research that is informed by local needs; and invest in local leadership to own, provide oversight, and sustain implemented interventions.

As a result, the Center is recruiting a Monitoring, Evaluation & Learning Director for the anticipated five year PEPFAR funded Comprehensive Community-based Programming to Maintain HIV Epidemic Control in Eswatini project. This position is contingent upon contract award and funding.

Job Location:  Mbabane, Eswatini

Job Overview:  The Monitoring, Evaluation and Learning (MEL) Director, reporting to the Project Director,  will oversee the monitoring, evaluation and learning components of the anticipated PEPFAR funded project. S/he will lead the development of and manage the MERL plan, develop and maintain systems to collect data and lead data analysis to produce information on inputs, outputs, outcomes and impact of the program. S/he will also collaborate with and oversee sub-grantees to provide feedback on data collection and indicators; analyzes data reported from sub-grantees and supports training of M&E personnel in quality assurance methods. She/he will also shares MEL data as well as strategies for program improvements and program learnings. 

Specific Responsibilities

  • Design and oversee the project’s monitoring and evaluation system for reporting progress against project goals and contribute to a learning agenda.
  • Develop the project’s monitoring and evaluation (M&E) framework.
  • Contribute to annual work plans by leading development of annual project monitoring and evaluation plans, setting annual targets, and developing activities to strengthening project and stakeholders’ ability to collect, clean, report, analyse, and use programmatic data.
  • Ensure alignment of project M&E and learning activities with project goals.
  • Develop and implement data use and data quality assurance strategies and tools.
  • Lead trainings for project and partner staff on M&E guidelines; data reporting requirements and project indicators; and data collection, reporting, quality assurance, and other tools.
  • Conduct field-based monitoring, technical assistance, and training to strengthen project and partner capacity to collect, clean, and analyse data for project management and reporting.
  • Oversee development and submission of regular data reporting to CDC (e.g. DATIM reporting)
  • Contribute to developing and implementing a strategy to synthesize and disseminate key results, lessons learned, and other project learnings.
  • Supervise all project staff involved in collecting and analysing data.

Required Qualifications and Competencies 

  • Master’s in public health or related field.
  • Minimum of eight years of experience monitoring and evaluating large, multi-year HIV and/or health projects.
  • Demonstrated experience in M&E for clinical/community-level HIV projects.
  • Knowledge of PEPFAR Monitoring, Evaluation, and Reporting indicators required.
  • Strong understanding of the Eswatini Client Management Information Systems, and issues related to data (e.g. data security; tracking through the cascade etc.) 
  • Proven expertise in quantitative and qualitative methodologies, evaluation and implementation research, health information systems, reporting, data quality assessments, data analysis, and presentation.
  • Professional level of oral and written fluency in English.
