Reports to: Program Director Overall Responsibilities

The Laboratory Technical Lead (LTL) reports directly to the Deputy Director of Programs. The LTL will be responsible for scaling-up laboratory systems in respective districts and addressing barriers to access and uptake of HIV viral load (VL) testing within the pre-analytical, analytical, and post-analytical phases of the VL cascade, including weaknesses in sample referral systems, procurement, optimization of testing capacity, return and uptake of results, implementation of HIV recency testing and M&E of the cascade for improvements.

PRIMARY RESPONSIBILITIES:

  1. Lead a team of project laboratory technical officers and work collaboratively with the district lab coordinators to ensure optimum implementation of laboratory project activities, including implementation of HIV recency testing, RTCQI, laboratory accreditation, and LCQI.
  2. Lead implementation of a robust sample referral network, specimen/results management, and linkage to data systems and dashboards.
  3. Provide oversight and support equipment management, laboratory commodity supply chain, and support adoption and implementation of new diagnostic tools based on national guidelines and policies.
  4. Work collaboratively with the district laboratory coordinators and serve as technical lead for all laboratory strengthening training for accreditation, RTCQI, Biosafety, and commodity management.
  5. Lead implementation of sustainable, accessible, and quality-assured services in laboratory and point-of-care testing across the clinical cascade
  6. Support implementation of infection prevention and control, biosafety, and biosecurity across health facilities supporting HIV and TB testing services.
  7. Provide technical guidance, and mentorship to promote best practices in infection prevention and control, biosafety, and biosecurity
  8. Support preparation of relevant donor reports, budgets, and reports.
  9. Represent the project in regional and national level laboratory management quality meetings and training.
  10. Perform any other duties that may be assigned
