Background
The Integrated Service Delivery Director – Zambia be working at large on a project supporting the Zambian Ministry of Health (MOH) to achieve and sustain gains made in HIV prevention by supporting direct service delivery (DSD) in four CDC-supported provinces for comprehensive, quality, integrated HIV prevention services targeting key populations (KP) and adolescents and young persons (AYP). DSD support includes, but is not limited to, HIV testing services (HTS); linkage of HIV-positive KP/AYP to community and facility treatment services, retention and viral load (VL) suppression and other support; linkage of HIV-negative KP and AYP to biomedical and non-biomedical HIV prevention services including but not limited to pre-exposure prophylaxis (PrEP), gender-based violence (GBV) prevention and response, STI screening and treatment, and harm reduction programs.
Purpose of the Position
The Integrated Service Delivery Director – Zambia will provide technical support for healthcare workers at the facility, district, and provincial levels to improve the quality of HIV care, treatment, and related services across the care continuum. S/He will manage a multi-disciplinary team of healthcare professionals, leading team-based and collaborative care approaches to improve program site capacity. The Director will oversee related program targets and report to the Country Director – in Zambia.
Specific Responsibilities (included but not limited to)
In your role as The Integrated Service Delivery Director – Zambia you will:
- Train and mentor healthcare workers at levels of the healthcare system
- Ensure collaboration and technical support provision at all levels from the Ministry of Health, Provincial Health Offices, District Health Offices, and Health facilities. Support site clinical staff in providing clinical care to HIV-positive patients with complex problems
- Participate in Zambia Ministry of Health, stakeholder working groups
- Promote and ensure the use of program data and evidence to inform service delivery improvement in real-time
- Lead development of site-specific remediation plans and lead those interventions to improve clinical systems, care standards, and processes including ensuring community-facility linkages
- Continuously review local challenges and assist sites with problem-solving that addresses clinic and patient needs
- Work with site and district teams to institutionalize the use of data and information to improve clinical decisions
- Provide effective transformational leadership and management across service delivery teams
- Manage related stakeholder relationships
- Work with the Zambia Ministry of Health, and local and international organizations to strengthen partnerships with key populations and deliver results across Zambia Qualifications
- MD or MBChB, preferably with additional specialist training
- At least 5 years of demonstrable clinical experience in the field of HIV care and treatment
- Must have prior experience in capacity building, such as planning/facilitating training and providing technical assistance
- Familiarity with adult learning principles/techniques and demonstrated ability to design and facilitate learning opportunities for adults
- Registration with the health professional Council of Zambia
- Extensive knowledge and experience working with the Zambia Ministry of Health
Experience & Skills
- Minimum of 10 years of professional experience in international development, with a significant focus on public health on the African continent
- 5-8 years of progressive responsible experience with complex HIV prevention and treatment cascade on the African continent, preferably in Zambia
- Strong stakeholder relationship with the Zambia Ministry of Health, and experience working at a district and provincial levels
- Experience with PEPFAR initiatives in Africa is a plus
- Proven ability to establish strong working relationships with a variety of stakeholders including government representatives, non-profit associations, donors, media, academic and research institutes, and other stakeholders
- Fluent in written and spoken English
