Project Summary:
The main objective of the HRSA 21-083 project is to enhance U.S. states’ capacity to improve viral load data collection, quality assurance, and reporting to their local Medicaid agencies. This is to help states conduct enhanced reporting of aggregate HIV viral load measures as part of the Centers for Medicare and Medicaid Services (CMS) Adult Core Set. Working with the National Alliance of State and Territorial AIDS Directors (NASTAD) and other partners, CGHPI is working to integrate data between departments and organizations in this project.
The HIV Public Health Systems Analyst will work closely with CGHPI’s domestic team to help support the management of state project implementation, with a focus on HIV testing and treatment pathways to improve programming and outcomes.
Primary Responsibilities:
- Work with CGHPI, state teams, and Medicaid to facilitate project planning and implementation through knowledge of HIV health systems
- Participate in program review sessions and support development of improvement plans
- Design and help to implement quality improvement project activities
- Help manage the internal evaluation and documentation of project activities
- Provide expertise as needed within the scope of the project
Requirements and Qualifications:
- Familiarity with Medicaid programs, particularly regarding HIV/AIDS
- Familiarity with HIV surveillance and care programming in the U.S., including familiarity with payment schemes (e.g., Ryan White, Medicaid)
- Experience with project monitoring and evaluation
- Familiarity with multi-organization projects and interdisciplinary teams
- Strong analytical and communications skills
- MPH or MSW with HIV program implementation competence
- Three to five years of experience with, or exposure to, health services research, public health administration, and/or policy analysis
