Background
The Director of Administration & Finance – Zambia be working at large on a project supporting the Zambian Ministry of Health (MOH) to achieve and sustain gains made in HIV prevention by supporting direct service delivery (DSD) in four CDC-supported provinces for comprehensive, quality, integrated HIV prevention services targeting key populations (KP) and adolescents and young persons (AYP). DSD support includes, but is not limited to, HIV testing services (HTS); linkage of HIV-positive KP/AYP to community and facility treatment services, retention and viral load (VL) suppression and other support; linkage of HIV-negative KP and AYP to biomedical and non-biomedical HIV prevention services including but not limited to pre-exposure prophylaxis (PrEP), gender-based violence (GBV) prevention and response, STI screening and treatment, and harm reduction programs.
Purpose of the Position
The Director of Administration & Finance – Zambia will oversee all administration and finance aspects of Zambia program operations, ensuring efficient, effective, and compliant management of programs in Zambia. The Director will serve as the primary point of contact for accounting, contract management, procurement, administration and logistics, and human resources management. S/he will ensure timely and accurate financial and administrative management, and ensure compliance with the donor. The Director will ensure all program operations are compliant with Georgetown University, the donor, and the government of Zambia. S/he will be responsible for the oversight of budgeting, monitoring, and performance of the budget in relation to the overall performance of the project, and ensure best practices across financial systems. The Director will oversee related finance, HR, logistics, and operational staff. This position reports to the Country Director – in Zambia.
Specific Responsibilities (included but not limited to)
In your role as Director of Administration & Finance – Zambia you will:
- Ensure financial policies, procedures, activity, and reports are compliant with Georgetown University, donors, and the government of Zambia’s requirements
- Maintain and administer a financial accounting system to assure the integrity and effective performance of financial operations, and prepare financial reports as necessary
- Oversee Zambia programs’ day-to-day financial and administrative needs, and lead as an innovator in respective areas to deliver results that streamline program activity and reduce bottlenecks
- Guide, lead, mentor, and support related program staff
- Lead the development, monitoring, and review of program budgets and conduct regular budget control activity
- Facilitate the work of all financial audits
- Attend stakeholder and donor meetings as needed to provide expert insight on program financial and administrative matters
- Ensure that finance, procurement and human resources, and administrative policies and procedures are always up to date and ensure program operations and staff are in compliance
- Perform any other duties that may be assigned
- Manage related stakeholder relationships
Qualifications
- Degree in accounting and Finance with ACCA
- MBA and/or related degree in Finance Experience & Skills
- At least 10 years in a financial management role at a public health organization progressive experience with the financial administration of global health grants, U.S. government-funded experience plus at least 8 years experience working on the African continent, preferably in ZambiaExtensive knowledge and experience with working with the government of Zambia a plus proven ability to establish strong working relationships with a variety of stakeholders including government representatives, non-profit associations, donors, media, academic and research institutes, and other stakeholdersFluent in written and spoken English Personal Qualities & Behavioural Competencies
